This is a one-layer card. Using my small MISTI, I started off stamping the red balloon (?), then the blue and, finally, the yellow. Where they overlap, the secondary colors of green, purple and orange are shown. I stamped the sentiment (Stampin' Up! Itty Bitty Birthdays) under the balloons in green. All inks are Distress Inks. At the end, I drew the "string" with a pencil and a straight-edge.
